During the 2015 legislative session, the 90th General Assembly passed Act 1233 creating the Arkansas Healthcare Transparency Initiative (Initiative) and mandating that certain entities submit data to the Initiative. The legislation is intended to promote greater healthcare transparency efforts in the state, including the support of the Arkansas All-Payer Claims Database (APCD).

The Arkansas Insurance Department (AID) oversees the Initiative, with consultation from a 13-member advisory board comprised of four statutorily-named members and nine governor-appointed members.  

The Arkansas Center for Health Improvement (ACHI) is named as the administrator of the APCD. For more information, please see the Arkansas Healthcare Transparency Initiative Fact Sheet
