Welcome to the Arkansas All-Payer Claims Database (APCD)

There is a growing demand and need for transparency of healthcare information in Arkansas to promote high-value care and advance research. Consumers, employers, and policymakers are advocating for greater reporting on the prices of healthcare services as a way to encourage consumers to choose low-cost, high-quality providers and to promote competition based on value. The Arkansas All-Payer Claims Database (APCD) is a dynamic tool that will enable the state to further its transparency objectives by collecting healthcare data from public and private sources and empowering Arkansans with information to better understand how and where healthcare is being delivered and how much is being spent. NEW PRODUCTS!  Two new data assets for researchers and analysts  (NEW! 10/23/2024)
The HTI Mother/Infant Crosswalk is a supplementary, reusable dataset that enables data users to link mother and infant data within the Arkansas Healthcare Transparency Initiative (HTI) claims based and non-claims-based data.  Click here for more information.
 
The HTI Diabetes Analytic Data Mart is a reusable, analyzable data mart containing multiple years of enrollment, medical, pharmacy, and dental service information for individuals diagnosed with types 1 and 2 diabetes (with and without complications).  Click here for more information.

The latest APCD data is now available! (New 06/14/2024)

The Arkansas Healthcare Transparency Initiative (HTI) All-Payer Claims Database has been updated and is available for data requesters.  Enrollment and claims data is available through December 2023.  Review the Release Notes for the latest information.

NEW PRODUCT! Member Enrollment Selection Table (MEST) (Available 05/28/2024)

A new tool is now available for data requesters! The Member Enrollment Selection Table, or MEST, makes it easier for analysts and researchers to effectively segment and identify qualified study populations by member enrollment and coverage activity by month or year. It helps identify continuous coverage, coverage overlaps, and coverage transitions. Find more information now on tool pricing and data request processes.

How to Use the APCD Website

Below is a summary of the tabs listed at the top of this page, each representing different content areas of the website:

  • Visit the Reports and Maps tab to view reports on the price and utilization of select procedures
  • Visit the Resources tab to find additional information on healthcare transparency efforts in Arkansas and the national level
  • Visit the Governance tab to learn more about Arkansas APCD oversight and governing authority 
  • Visit the About the APCD tab to find out more about the Arkansas APCD project, including contact information, frequently asked questions, a listing of data sources, and more
 
Data Requester Resources
The Arkansas HTI data assets, including the Arkansas All-Payer Claims Database and Arkansas non-claims based health data (i.e., Vital Statistics data, Cancer Registry data, Hospital Discharge and Emergency Department data for the uninsured, Arkansas Workers Compensation data, and Medical Marijuana cardholder data) are available for data requests through the Arkansas Center for Health Improvement (ACHI), the statutorily named administrator.
