Step 1: Data Requester Submits Data Request
Step 2: AR APCD Team Works with Data Requester
- The AR APCD team determines counts, identifies aggregation requirements (if applicable).
- The AR APCD team will work with the data requesters to determine changes (if needed) and allows the data requesters to make changes to the data request before initiating the approval process.
- A price estimate may be given at this time.
- Requesters may also use the Arkansas APCD Data Request pricing tool to estimate the price of a request (Be sure to work with the Arkansas APCD Technical Support team for final pricing.)
Step 3: Data Requester Completes Data Request
- The data requesters will need to also submit the Data Management Plan (DMP) to complete the data request application. The DMP must represent the location where the data will be housed and managed. The DMP provides details on
data collection for storage, security, access, sharing, and reproducibility of
project results. Should the data be moved to a different location, the
DMP must be updated and resubmitted.
- Data requests are reviewed based on the AR APCD Data Request Monthly Review Schedule
- A final price for the data will be provided
Step 4: Data Oversight Committee Reviews
- The Data Oversight Committee reviews completed data requests.
- For academic research, the committee may refer the data request to the Scientific Advisory Committee.
- The Data Oversight Committee offers a recommendation to the Healthcare Transparency Initiative Board and ensures that the request is consistent with the purpose of the Initiative.
Step 5: Healthcare Transparency Initiative Board Reviews
- The Healthcare Transparency Initiative Board reviews data requests on a quarterly basis and Makes final recommendations to the AR Insurance Commissioner.
- The Board may recommend approval to provide access, approval subject to conditions/modifications, or denial of the requests.
Step 6: Arkansas Insurance Commissioner Makes a Decision on Data Request
- The AR Insurance Commissioner may approve or deny the data requests in whole or in part.
Step 7: Data Use Agreement Execution, Fulfillment and Completion
