APCD Data Request

   

• Prior to submitting data requests, the AR APCD team suggests that the requesters review the APCD Data Dictionaries and the Arkansas APCD Data Attributes to understand the data available.
• The data requester needs to fill out the Data Request Form and Data Element Lists . This will allows the AR APCD team to ask additional questions and determine the feasibility of the request. 
• The forms can be submitted to AR APCD to adrs@achiapcd.atlassian.net

• The AR APCD team determines counts, identifies aggregation requirements (if applicable).
• The AR APCD team will work with the data requesters to determine changes (if needed) and allows the data requesters to make changes to the data request before initiating the approval process. 
• A price estimate may be given at this time. 
• Requesters may also use the Arkansas APCD Data Request pricing tool to estimate the price of a request (Be sure to work with the Arkansas APCD Technical Support team for final pricing.)

• The data requesters will need to also submit the Data Management Plan (DMP) to complete the data request application. The DMP must represent the location where the data will be housed and managed.  The DMP provides details on data collection for storage, security, access, sharing, and reproducibility of project results.  Should the data be moved to a different location, the DMP must be updated and resubmitted.
• Data requests are reviewed based on the AR APCD Data Request Monthly Review Schedule
• A final price for the data will be provided

• The Data Oversight Committee reviews completed data requests. 
• For academic research, the committee may refer the data request to the Scientific Advisory Committee. 
• The Data Oversight Committee offers a recommendation to the Healthcare Transparency Initiative Board and ensures that the request is consistent with the purpose of the Initiative. 

• The Healthcare Transparency Initiative Board reviews data requests on a quarterly basis and Makes final recommendations to the AR Insurance Commissioner. 
• The Board may recommend approval to provide access, approval subject to conditions/modifications, or denial of the requests.

• The AR Insurance Commissioner may approve or deny the data requests in whole or in part. 

• A Data Use Agreement is signed with AID and project plan is finalized.
• A Certification of Project Completion & Destruction or Retention of Data form must be completed if the project term must be extended and the same data is required through the extension period.
• A Certification of Project Completion & Destruction or Retention of Data form must be completed at the end of the project term.
